Federal resume guide

The USAJOBS two-page resume rule

Since 27 September 2025, USAJOBS will not accept or build a resume longer than two pages. Here is what changed, when, and how to cut a long federal resume down without losing the details HR needs.

The dates

What changed, and when

The Office of Personnel Management (OPM) announced the two-page resume standard on 2 September 2025 as part of its Merit Hiring Plan. It took effect on 27 September 2025. From that date, USAJOBS will not accept an uploaded resume or build one with its resume builder if it runs past two pages.

OPM guidance to agencies says the limit covers every resume USAJOBS holds: ones saved in your profile, new uploads, resume builder resumes, and searchable resumes in the Agency Talent Portal. If the only resume an applicant submits is longer than two pages, that applicant is ineligible for further consideration.

Checklist

How to cut a long federal resume to two pages

Federal resumes used to run long because more detail rarely hurt. Now every line has to earn its place. Work through this in order; most resumes reach two pages before the end.

  1. Read the announcement first and list its qualifications and specialized experience. Anything on your resume that supports none of them is a candidate to cut.
  2. Keep the federal fields on every role you keep: title, series and grade where applicable, employer, start and end month and year, and hours per week. Cut words, never these.
  3. Give recent and relevant roles the most room. Older or unrelated roles can shrink to a single line with title, employer, dates and hours.
  4. Replace duty lists copied from a position description with two to four lines on what you did and what came of it.
  5. Merge repeated duties. If three roles say the same thing, say it once, under the role where you did it most.
  6. Drop an objective statement, a references line and a long list of soft skills. None of them help HR decide whether you qualify.
  7. Shorten training to what the announcement asks for or what proves a qualification. A course list is not an achievement list.
  8. Keep the layout simple: one column, standard headings, real text. Fitting two pages by shrinking the type or the margins only makes it harder to read.
  9. Export it and count the pages in the file you will upload, not on your screen. Then check every resume saved in your USAJOBS profile, not just the new one.

Avoid these

Common mistakes with the two-page rule

Cutting the hours and dates to save space

These are the fields that let HR count your experience. A shorter resume that drops them can leave you rated as not qualified.

Applying with an old saved resume

OPM guidance applies the limit to resumes already stored in your profile. An older, longer resume left as your only submission makes you ineligible.

Squeezing three pages onto two

Tiny type and narrow margins technically fit, but a reader has to work to find anything. Cutting content works better than compressing it.

Moving the overflow into other documents

Unless the announcement asks for a longer document and says how to submit it, do not attach a second resume or a continuation page.

Writing one resume for every announcement

With only two pages, the space has to go to what this announcement asks for. A general resume spends it on things this job does not need.
